Divider turns the pointer to a handle but allows no movement

No source file, test, or entry point is identified in the report. Start by opening the Update Manager on Linux Mint, refreshing with many updates, and checking whether the horizontal divider's pointer and drag behavior can be reproduced. Done means the divider behaves consistently when dragging, or its pointer no longer suggests movement when dragging is unavailable.

Describe the bug

Once - so far - the divider between the two horizontal sections changes the pointer in such a way as to suggest that dragging the divider if possible. Yet, dragging the divider is impossible: clicking and dragging does nothing. Perhaps the program was busy, whilst not telling me it was - and whilst still showing the move-divider pointer.

I do not know quite what triggers the bug. Perhaps the following.

1. Load / open the manager.
2. Click 'Refresh', when there are lots of updates.
3. Have apt-listchanges installed and/or have not run the Update Manager for a long time.
