Flatpaks need to be installed multiple times before they actually install in UM

Start by reproducing the issue in Update Manager on Linux Mint 6.0.9 with Flatpak updates selected, then use the provided refresh and install log sequence to trace what happens after installation. Done means an installed Flatpak update disappears after one install, or a failed installation is clearly reported to the user.

Describe the bug
There's this frustrating issue in the Update Manager where it may list Flatpak updates, one installs them, it does its thing, but after refreshing, several Flatpak updates show up in the list once again as if they were never installed. There are no errors and no indications that the install failed, but the items continue to list in the Update Manager. After several retries, they may eventually disappear, but this shouldn't happen without an error or communication to the user that something went wrong.

To Reproduce
Steps to reproduce the behavior:

1. Go to Update Manager
2. See available Flatpak updates
3. Select + install
4. Wait for install to complete, observe that one or more Flatpak updates remain in the list. Repeat steps 1-4 until they are gone.

Expected behavior
Install update once, never see it in the list again.
