Describe the bug
The Preferences window triggers a mintupdate refresh even if you didn't change anything.

Expected behavior
This is not OK, as it can happen that you double-check your settings after you (de)selected some packages and a refresh will reset your selection. On top of this, only the blacklist influences the list of updates, so no other feature should trigger the refresh.
