Description

This happens on Mint 19.3 Cinnamon with a bare install and just fully updated. Open the Update Manager, navigate to Maintenance and click "Add missing keys". This generates the following in a box: "Error with your apt configuration, you may have to reload the cache first".

Research direction

Reproduce this on Mint 19.3 Cinnamon from a bare, fully updated install by opening Update Manager, selecting Maintenance, and clicking “Add missing keys.” Start by tracing the error shown in the box and compare the apt configuration before and after reloading the cache; done means identifying and fixing the cause without producing that error.
