[feature request] window list: add scrolling

Issue

If too many windows are open like this

The window list starts to mix with the tray bar

Steps to reproduce

1. Add window list to the left, tray to the right
2. Open way too many windows

Expected behaviour

Applets not mixing, perhaps something like scrolling arrows or sth appearing and the overflowing entries hidden

No source file, test, or entry point is named in the issue. Start by locating the Cinnamon window list applet, reproduce the overlap with the listed panel arrangement and many open windows, and define the scrolling or overflow behavior before implementation; done means window-list entries no longer mix with the tray.
