Issues with properly displaying window list applet

 * Cinnamon version: 4.4.8
 * Distribution: Mint 19.3
 * 64 bit

Issue
I'm seeing some visual issues with the window list applet. This is when I have button label set with "Window title (only for the focused window)" when using multiple workspaces. The setting works fine but when I switch to another workspace they all appear and when I return to the workspace they only appear as icons. Some apps open with the window name and some don't when I click on it. Sometimes I switch to another window and either all will be open or a select few are.

Expected behaviour
When I switch window with nothing opened they should all only be icons. If I return to a workspace only the focused program should display the window name.

Other information
Relatively fresh install. Had a 19.2 boot disk and just upgraded to 19.3. Installed some printer drivers and some samba shares but that's it. Started playing with some GUI options and ran into this. I'm imaging another machine tomorrow so I'll see it this occurs there too.

Reproduce the issue in Cinnamon 4.4.8 on Mint 19.3 using the window list applet, multiple workspaces, and the “Window title (only for the focused window)” setting. Compare the applet’s displayed buttons while switching workspaces and windows; done means only the focused program shows its title and other windows remain icons.
