Research direction
Start by reproducing the issue with Cinnamon 4.0.10 on Mint 19.1 using the accessibility zoom tool and Alt plus mouse scrolling over an open window. Trace the zoom tool's input handling and verify that zooming no longer scrolls the window under the cursor while preserving the zoom behavior.
