Description
Cinnamon 1.4.0-lmde2UP3
Under the above Cinnamon version, if an applet is in it's open state and I lock the computer (by closing the screen) lock doesn't enable. Instead it shows black with the applet still open. It's menu, or whatever it's showing, looks as it should. Once I move the mouse, the desktop returns to it's unlocked state.

Research direction
Start by reproducing the lock failure with the reported Cinnamon version, an open applet, and screen closing. Trace the lock-screen behavior and applet state handling; done means the lock screen remains active and the desktop does not return merely when the mouse moves.
