metaWindow.get_workspace() is null on workspace switch, corrupting panel StIcon actors

Bug description

In some cases, possible when switching workspaces (right/left), windowManager.js throws TypeError: metaWindow.get_workspace() is null. Then some panel icons disappeared (empty spaces). My workaround is do a Cinnamon restart.

Steps to reproduce

Not sure, but probably switching workspace several times per hour

Expected behavior

Icons stay there as usual

Start in js/ui/windowManager.js, especially handleSeen around line 336 and the workspace-switching paths around lines 1334-1371; compare the stack traces with js/ui/main.js line 1160. Reproduce repeated workspace switching and trace the null workspace case and its effect on panel icons. Done means workspace switches no longer produce the TypeError and panel icons remain visible.
