Applet/Desklet manager fails with 404 error when accessing API v2

under mint 22.3 i am not able to load applet or desklet over manager.

Reproduce the failure with the reported Python request and inspect Cinnamon's applet/desklet manager code for the API v2 endpoint it requests. Trace the manager's request path and verify the server response; done means applets and desklets load through the manager without a 404.
