Steps to reproduce

Randomly on boot, the panel on the secondary monitor (in my case, it's using my iGPU, Radeon Vega 7), doesn't load. I have to reload cinnamon for it to work. I think it's because cinnamon loads faster than my GPU drivers.

Expected behavior

The full DE must load completely.

Start with the supplied Cinnamon startup log, especially the “Ignoring panel definition for nonexistent monitor” entry and the later monitor watch-list update. Reproduce the intermittent boot failure with the secondary monitor attached and compare a normal boot with one requiring a Cinnamon reload. Done means the configured secondary-monitor panel loads reliably at boot without reloading Cinnamon.
