This is a copy of my original issue I filed in linuxmint/linuxmint #673 that has not been triaged or commented on. I was hoping an upgrade to 22.2 would fix this issue but it the issue persists.
After several weeks of trying to debug this via the Linux Mint forums, I think there is enough information to submit a formal bug report.
When I lock the desktop, the lock screen appears. After a few seconds, the monitors turn off and then go into standby mode. However, within 10-15 seconds, the monitors come back on, presenting me with the lock screen.
The behavior I expect is that the monitors continue to stay in standby mode until input from my keyboard or my mouse.
I suspect that there is a user process that "interrupts" the standby mode and forces the monitors to turn back on. I discovered this by accident when I had to reboot the computer due to the lock screen improperly showing me a Virtual Box window on one screen while the password prompt was shown on another screen. (This is a separate issue and likely deserves it's own bug report but I haven't had time to reproduce it.)
After I rebooted, I was not logged in. The screens remained off and in standby mode. When I logged in, the issue continued.
Logging off the user also kept the screen off after some idle time.
I created a brand new user with zero customizations and saw that locking the screen behaved the same way: turning off the screen, going to standby for a few seconds, before turning back on.
I initially suspected a driver issue but I'm pretty sure the drivers don't change between login and the user session.

Additional information
This issue first arose when I installed LM for the first time a year or so ago and has persisted. I recently upgraded to LM 22.2 and the issue still exists.
I've tried creating a brand new user with no customization and the screen continues to turn back on after the desktop is locked.
