Bug description

In the desktop setting [R click desktop->customize, ] adjusting icon spacing sliders rearranges the desktop icons in addition to adjusting the spacing; Ignoring auto-arrange set to off

Steps to reproduce

place icons in groups vertically and horizontally spaced, in no particular order
R-click desktop -> customize
set auto-arrange toggle off

adjust vertical or horizontal sliders
The icons will move to top left wrapping descending column in a rearranged order

Expected behavior

Icons should remain in their relative positions and only the distance between them should change
