Bug description

In Cinnamon 6.4.8, panel set to Intelligently Hide does not reappear after minimizing/closing windows, only after desktop click. When the panel is set to Intelligently Hide, it stays hidden after minimizing or closing all windows. It only reappears if I click on the desktop background. Expected behavior is that the panel should automatically reappear when no windows are covering it.

Steps to reproduce

Right-click on the panel and choose Panel settings.

Under Auto-hide behavior, select Intelligently hide.

Open any application window (e.g., Terminal, Files, Firefox).

Maximize the window, then minimize it back to the panel.

Or close the window completely so that no windows remain open.

Observe: the panel stays hidden instead of reappearing automatically.

Click once on the empty desktop → the panel appears again.

Expected behavior

Expected behavior:
After step 4, the panel should automatically reappear when no windows are covering it.

Actual behavior:
The panel remains hidden until a click is made on the desktop.
