Bug description
I think all are one bug.
- Alt+Tab is not working when the Cinnamon menu is open.
- Alt+Tab is not working when a window menu is open.
- It appears that no keyboard shortcut works when the desktop context menu is open (except Alt+Ctrl+Fx).
Steps to reproduce
- Open the Cinnamon menu, and press Alt+Tab.
- Open a window menu (Alt+Space or right-click on the title-bar), and press Alt+Tab.
- Right-click the desktop, and press any keyboard shortcut (except Alt+Ctrl+Fx).
Expected behavior
The menus should be closed and the action for the keyboard shortcut be performed.

Research direction
Reproduce the three cases by opening the Cinnamon menu, a window menu, and the desktop context menu, then pressing the listed shortcuts. Trace the menu and keyboard-shortcut handling involved; done means each menu closes and the requested shortcut action runs, including Alt+Tab.
