The option "New windows use the default layout" does not work for the menu.
Steps to reproduce
- Have the system locale set to English.
- Have 2 keyboard layouts: English(default) and non-English.
- In any window, switch to the non-English layout.
- Open the menu and start typing.
Expected behavior
The menu should have the English layout (so that typing in it gets the items).
This behavior exists in Windows and XFCE (and perhaps others).
