Bug description

When I try to fullscreen something (youtube, VLC, Celluloid, ...), no matter where the window is located, it will go fullscreen on a random monitor.

This happens mostly when the window is maximized on a certain monitor, and when I double-click to go fullscreen, it will go fullscreen on a random other monitor.

Steps to reproduce

Have more than 1 monitors. (preferably 3, as that makes it more likely it will go to the wrong monitor).
Maximize a window that's doing video playback (YouTube, Celluloid, VLC, random website), click the 'fullscreen' button on the video or double click to go full screen, more often it goes to the wrong screen instead of the screen where the window is maximized.

Expected behavior

Go fullscreen on the monitor where the application is maximized.

No source file or test is named in the issue. First reproduce the behavior on Cinnamon 6.4.8 with three monitors and a maximized video window, then locate the fullscreen window-management path; done means fullscreen consistently opens on the monitor containing the maximized or active window.
