Bug description
Cinnamon is allowing an application to steal focus every few seconds.
I'm running an old Windows MUD client through Wine. I recently updated Mint to 22.1 (from 21.?), and the application is now stealing focus every time it updates (which most of the time is every 2 seconds).
I cannot find a way to stop the application from stealing focus. I tested different Wine settings, but there was no change. The org.cinnamon prevent-focus-stealing option is labeled as unused, but was apparently not working well before then.
The application is called Portal, and appears to still be available from: https://www.gameaxle.com/download.html
Steps to reproduce
In the client, enter a MUD; go to an area that produces frequent output (combat being the most common example). Raise other windows in front of the MUD client. On every update, the application will steal focus, jumping on top of the other windows.
Expected behavior
Cinnamon should not allow an existing window to steal focus.

Research direction
No source files, tests, or entry points are named in the issue. Start by reproducing the focus change with the Wine MUD client on Mint 22.1 and Cinnamon 6.4.8, then trace the window-focus handling; done means an existing foreground window remains in front during frequent client updates.
