Bug description

Issue with external keyboard, which inverses fn-key state.
This persists through full reboot.

Tested with LMDE 6 and Linux Mint 22.1, both affected.
This bug does also affect Gnome.
This bug does not affect the tty, lightdm, sddm, or KDE.

Steps to reproduce

• connect a USB keyboard
• wait for screen lock / suspend
• unlock / wake up

Expected behavior

It shouldn't inverse any key's state.

The external keyboard used is Cherry KC 1000, which itself has no fn-key, in case that might matter.

Reproduce on Cinnamon 6.4.8 with a USB Cherry KC 1000 keyboard, focusing on the transition after screen lock or suspend and wake. Compare behavior in Cinnamon with tty, LightDM, SDDM, and KDE; done means the key state no longer inverts after wake or reboot.
