Bug description
After display goes blank (screen inactivity settings in power manager), the monitor's power saving features kick in and the monitor turns off. When I'm back, I press a key to activate the computer, the lock screen shows up, and after unlocking I can see that bottom part of the screen is "invisible" for cinnamon (although the wallpaper extends fully). See video.

Steps to reproduce
- Set "Turn off the screen when inactive for" to 5 mins in Power Management
- Go away and do your stuff for 10mins
- Go back to the computer, hit some keys to wake up, and type your password to unlock
- The cinnamon desktop does not extend fully to the bottom of the screen
