Bug description

After display goes blank (screen inactivity settings in power manager), the monitor's power saving features kick in and the monitor turns off. When I'm back, I press a key to activate the computer, the lock screen shows up, and after unlocking I can see that bottom part of the screen is "invisible" for cinnamon (although the wallpaper extends fully). Steps to reproduce

1. Set "Turn off the screen when inactive for" to 5 mins in Power Management
2. Go away and do your stuff for 10mins
3. Go back to the computer, hit some keys to wake up, and type your password to unlock
4. The cinnamon desktop does not extend fully to the bottom of the screen

The cinnamon desktop does extend fully to the bottom of the screen
