When the wireless feature (The one used for connecting to WiFi) is turned off, Bluetooth devices do not work consistently, even though Bluetooth itself is turned on.
Either the device connects and disconnects continuously or No audio is received to the device even if it is connected.
Turning on Wireless immediately fixes the issue.

Steps to reproduce

1. Turn off Wireless, (Either use Ethernet or disconnect from Internet)
2. Turn on Bluetooth and connect to a device (Headset / Ear pods etc.)
3. See if audio is working as expected (It doesn't)
4. Turn on Wireless (Even if no WiFi is connected)
5. The Bluetooth device receives audio as expected

Expected behavior

Bluetooth should work even if Wireless is turned off as Bluetooth still stays on.
or
Turning off wireless should turn off Bluetooth too if it is dependent, or at least there should be a prompt.
