Bug description

Some applet configuration dialogs have vertical scroll bars, others have none, even when needed.

I noticed that the Weather applet (weather@mockturtl@Gr3q) configuration dialog lacks vertical scroll bars. This means that you cannot access all information under some circumstances. The developer Gr3q says that this is due to a bug in Cinnamon and told me to report it here.

Other applets do have vertical scroll bars in all their configuration dialog tabs, such as Radio3.0@claudiux (3.4.4).

Steps to reproduce

1. Right click the Weather applet and chose Configure...
2. Notice that there are no vertical scroll bars in any tabs.
3. Go to the Help tab.
4. See that there is also no vertical scroll bar here, even though all information doesn't fit in the window. See https://github.com/linuxmint/cinnamon-spices-applets/issues/7288 if necessary for a screenshot.

Expected behavior

That there is a vertical scroll bar when all the information doesn't fit in the window, so you can access all information even in small windows on small screens where expanding the window size is not possible (but anyway, it should not be necessary to expand the window if all information doesn't fit; instead, there should be a scroll bar).

Reproduce the issue through the Weather applet's Configure dialog, especially its Help tab, on Mint 21.3 with Cinnamon 6.0.4. Compare its tabs with the Radio3.0@claudiux configuration dialogs to understand the differing scroll behavior. Done means overflowing configuration content remains accessible through a vertical scroll bar without requiring a larger window.
