Bug description

Using this on a Dell Latitude 7389.
This is a convertible laptop, (touch screen folds over back) so auto-rotate is enabled in order to use it in portrait mode as a tablet.

I noticed something was wrong with my background image.. and through a just by carrying it i stumbled upon the cause.

The background image i set is 1920x1080, matching the screen resolution. When i rotate the laptop into portrait mode, the image rotated as well, then re-centered, and zoomed in upon.

Upon rotating back, the image is not zoomed back out. So each subsequent rotation zooms the background image in further and further. This zoom is persistent through reboots.

Steps to reproduce

Choose a background image on a device that supports rotation, make sure "zoom" is set for picture aspect.
trigger a screen rotation, observe the new zoom level of the image. rotate back to landscape aspect, and observe.

Expected behavior

That the image would return to the pre-rotation zoom level as applied.

Research direction

Reproduce the issue using the listed rotation steps with a zoomed background image on a rotation-capable device, then trace the background image handling triggered by screen rotation. Verify that rotating to portrait and back preserves the pre-rotation zoom level and that the setting remains correct after a reboot.
