Zoom not work 50% cases with 2 Keyboard layouts/languages & Left Alt+Shift layout switch

Bug description

Hi!
I can reproduce this on both just downloaded Mint 22.1 ISO image and Ubuntu 24.04 Cinnamon.
I have Left Alt+Shift combination set for switching keyboard layouts.
There's 2 keyboard layouts (English (US) and Russian).

Every other time I press Left Alt+Shift to switch keyboard layout, Zoom doesn't work.
It doesn't seem to be keyboard layout specific.
On Ubuntu 24.04 Cinnamon zoom always doesn't work with say layout X and works with layout Y.
But on Mint 22.1 ISO its the opposite: works with layout X and doesn't work with layout Y.

I believe Left Alt+Shift combination set for switching keyboard layouts is important for reproducing the bug.

Steps to reproduce

1. Add 2nd Russian keyboard layout ( possibly other non-English & non-Latin keyboard layout).
2. set Left Alt+Shift combination for switching keyboard layouts.
3. Enable zoom/magnifier
4. This is likely default setting (don't remember): set Alt+scroll for zoom/magnifier.
5. Switch keyboard layout with Left Alt+Shift combination and try zoom/magnifier with touchpad/laptop.
6. Repeat step 5.

Expected behavior

Zoom/magnifier should always work with/after Left Alt+Shift combination switch for keyboard layout and any of 2 languages.

Additional information

Using default Window server on Mint 22.1 ISO.

Reproduce the issue in Cinnamon using two keyboard layouts, Left Alt+Shift switching, and Alt+scroll zoom or magnifier as described in the steps. Trace the zoom/magnifier and keyboard-layout-switching entry points to identify why alternate switches affect zoom, then verify that zoom works after switching in either direction and with either layout.
