Bug description

In the "Effects" dialog, there is this setting:
Image

In theory, every window should open with a fade in animation, e.g. the terminal. It always opens with a fade in (when set to Traditional), and ALL the animations (Traditional, Fly, Move) always work.
However, other apps, e.g. Nemo file manager opens sharply when set to "Traditional" or "Move". Only the "Fly" animation seems to work as expected.

This behaviour is also noticeable in a fresh, live USB.

Steps to reproduce

Go to Effects > make sure everything is default. Change "New Windows or unminimising existing ones" to Traditional or Move.
Open Terminal, Open Nemo & compare the startup behaviour.

Now change the setting to Fly and reopen Terminal & Nemo. Compare the startup behaviour again.

Expected behavior

ALL the effects (Traditional, Move, Fly) should work for ALL windows.

Research direction

Start with the Effects dialog and reproduce the difference between Traditional, Move, and Fly using Terminal and Nemo on Cinnamon 6.4.8. Compare the behavior in the installed system and the fresh live USB; done means all three effects behave consistently for both applications.
