Bug description
Dear Linux Mint Development Team,
I hope this message finds you well. I am writing to report a persistent issue I have encountered with the keyboard layout switching feature in Linux Mint.
Issue Description:
I have configured my system to switch between English and Persian (Farsi) languages using the Alt + Shift keyboard shortcut. However, I have noticed an inconsistency:
Switching from English to Persian using the right Alt + Shift works correctly.
Switching back from Persian to English using the right Alt + Shift does not work.
Instead, I have to use the left Alt + Shift to return to English.
This inconsistency disrupts smooth language switching and negatively affects the user experience.
Steps to reproduce
Configure the keyboard layout to switch between English and Persian using Alt + Shift.
Use right Alt + Shift to switch from English to Persian → Works correctly.
Use right Alt + Shift to switch back from Persian to English → Does not work.
Use left Alt + Shift to switch back → Works correctly.
Expected behavior
The right Alt + Shift should function consistently in both directions, switching to and from Persian without requiring the use of left Alt + Shift.
Keyboard layout switching should be uniform and seamless regardless of which Alt key is used.

Research direction
The report does not identify a file, test, or entry point. Reproduce the issue on Linux Mint 22.1 with Cinnamon 6.4.8 using English and Persian (Windows) layouts and the Alt + Shift shortcut; done means right Alt + Shift switches reliably in both directions.
