Bug description

In gesture settings, If you set pinch gestures to zoom the desktop it won't work If zoom is disabled in accesibility settings.

Steps to reproduce
  1. Open Accesibilty settings
  2. Disable zoom
  3. Open gestures settings
  4. Select outward pinch
  5. Set action to "Zoom in desktop"
  6. Try to do an outward pinch
Expected behavior

When doing the pinch the screen would be zoomed.

Additional information

Right now it isn't clear to the user why zoom doesn't work when doing the pinch. It would be nice if the accesibility setting would be enabled automatically, it was independent or the user would be warned that the settings needs to be enabled
