mouse input sometimes ignored after disabling bluetooth despite not using it

Bug description

I have a wireless mouse that connects to my computer via an USB receiver. Typically it works regardless of whether bluetooth is enabled or not, but occasionally it will be completely ignored after disabling bluetooth. I have tried:

• Removing and plugging the USB receiver back in. (doesn't work)
• Enabling bluetooth again. (doesn't work)
• Restarting my computer. (this works)

Steps to reproduce

1. Enable bluetooth.
2. Plug in the USB receiver and turn on the wireless mouse.
3. Disable bluetooth.
4. Occasionally the wireless mouse will stop working.

Expected behavior

The wireless mouse should always be unaffected by disabling bluetooth since it doesn't use it.

No source file or test is named. Start by reproducing the intermittent failure on Linux Mint 22.1 Xia with Cinnamon v6.4.6, following the Bluetooth and Logitech Unifying Receiver steps; done means disabling Bluetooth no longer leaves the USB mouse ignored.
