Bug description
Using a Kensington USB/PS2 Orbit Trackball on Linux Mint 22.1 / Kernel 6.8.0-52
On previous Linux Mint versions, pressing the left / right button together, at the same time, enables scrolling.
In this current version, it does not work.
Steps to reproduce
Using a Kensington USB/PS2 Orbit Trackball, press both left / right buttons at the same time - Nothing happens.
Expected behavior
pressing the left / right button together enables scrolling.

Research direction
First reproduce the issue on Linux Mint 22.1 with kernel 6.8.0-52 using the Kensington USB/PS2 Orbit Trackball, pressing the left and right buttons together. Then trace Cinnamon's input and scrolling handling to identify where this button combination is processed. Done means the combination reliably enables scrolling as it did on previous Mint versions.
