Bug description
After upgrading from Linux Mint Cinnamon 22.0 to 22.1, I noticed that network notifications (sound and window pop-ups) no longer appear.
Steps to reproduce
This issue can be simply replicated by connecting or disconnecting from a network (cable, WiFi, or VPN). The issue occurs when booting from a USB drive with Linux Mint 22.1 Cinnamon on any device, as well as locally on my Lenovo Thinkbook 14 G2 ITL.
Expected behavior
Notification pop up accompanying with a sound

Research direction
The report names no source file, test, or entry point. Start by reproducing the issue on Linux Mint 22.1 Cinnamon 6.4.6 by connecting and disconnecting cable, Wi-Fi, or VPN, then trace the notification path; done means each network change again produces both a sound and a window pop-up.
