Bug description
When I installed the Mint 22.1 beta, I disabled some services that I don't use, e.g. bluetooth, etc. After a couple of official updates and reboots, now these disabled startup items aren't listed there anymore! Screenshot provided.
I'm running Cinnamon, but I have also installed Mate and XFce -- if that makes any difference to the bug report.
Steps to reproduce
Install beta, disable some startup items, reboot, gone!
Expected behavior
For the official default startup items to still be listed.

Research direction
Reproduce on Mint 22.1 with Cinnamon by disabling startup services, applying updates, and rebooting. Inspect how the startup-items list is populated and compare it before and after the update cycle. Done means the official default startup items remain listed after disabled services and subsequent reboots.
