Upon first start-up, the touchpad gestures do not work. They only work after restarting the computer and logging in again.

Steps to reproduce

Shut down the computer completely and try using touchpad gestures

Expected behavior

Gestures should work upon startup.

Start by reproducing the failure after a complete shutdown, then compare touchpad gesture behavior with the second login. Read the Cinnamon startup and touchpad-gesture integration points, including the touchegg setup mentioned by the installed repositories. Done means gestures work immediately after the first startup on the reported Cinnamon environment.
