Bug description
The bug appears when you change the workspace option to the main monitor only, after restarting cinnamon, the windows that appear in workspace 1, will appear in workspace 2.
Sometimes you can interact with the window as if it were in workspace 1, but most of the time you can't do anything, not even move them, maximize them, among other things
This only happens with the workspaces option on the main monitor only enabled

Steps to reproduce
Enable the workspace option only on the main monitor and restart cinnamon
(It happened to me more than once when I was working without enabling the option, but I didn't know how to reproduce it again)
Expected behavior
That the windows of workspace 1 are not visible in workspace 2, nor can you interact with them

Additional information
I have sometimes managed to get the workspace option on the main monitor only to work fine, but somehow the bug comes back and is persistent even when you restart cinnamon or the entire system.
