Bug description
If I moved my window from the main primary monitor to the secondary monitor that is not set as primary, then moved the window back to the primary window (either firefox or brave), then if I press f11 the first time it will go fullscreen just fine, if I go out of fullscreen and again went into fullscreen it will go to the left monitor, when I exit it then it will go back to my main monitor.
this is also a problem with YouTube if I go in fullscreen the same thing happens. I don't get the same issue with xfce
Steps to reproduce
refer to bug description
Expected behavior
It should not move to another monitor.

Research direction
Start by reproducing the issue on Cinnamon 6.2.9 with two monitors, moving Firefox or Brave between them and toggling fullscreen twice. Trace the fullscreen window handling involved in that scenario; done means fullscreen remains on the primary monitor after repeated entry and exit.
