Bug description

Since updating to Cinnamon 6.4 the toggle "Force the panel to be visible when opening the menu" no longer does anything, the panel is made visible regardless of setting. See video for a demonstration:

Steps to reproduce

Update to Cinnamon 6.4.

Toggle "Force the panel to be visible when opening the menu" off from the menu configuration.

Open the Menu.

Expected behavior

The menu pops up without the panel being dragged with it.
