Bug description

When I use the keyboard shortcut for pausing video/audio (either FN+F5 or I've set up a custom shortcut), it doesn't stop the video playing in the app picked in the widget, but rather the one in the app opened 1st chronologically. When I open firefox 1st and open a video there, and then open vlc, I can pause vlc with the widget, but when I press the shortcut it pauses the video in firefox. If I open them the other way around it pauses the video in vlc.

Steps to reproduce
  1. open a video/audio in firefox
  2. open a video/audio in another app
  3. pick the other app in the widget
  4. confirm you can control the other app in the widget
  5. use a shortcut to pause/start playing
  6. it paused/started playing the video/audio in firefox
Expected behavior

It should pause/start playing whichever app is picked in the widget.

Research direction

Reproduce the issue on Linux Mint 22 with Cinnamon 6.2.9 using Firefox and VLC, following the listed steps. Start by comparing the widget's selected app with the app targeted by the keyboard media shortcut; done means the shortcut pauses or resumes the app currently selected in the widget.
