You can't set a keyboard layout \ language as default at boot, or the setting is ignored.
Steps to reproduce
Go to system settings - keyboard - layouts
Add another layout (other than English) and set it on top of the list
Reboot
Selected keyboard language will be English.
Expected behavior
Keyboard language at boot to be whatever layout is at the top of the list in system settings - keyboard - layouts.
