Bug description
The tray icon is broken on cinnamon.
Steps to reproduce
With FileZilla 3.63.0, compiled on 2023-12-22 If you go to Edit->Settings->Interface and enable Minimize to tray... when you minimize the window the icon appears in tray and when you try to open it again it just blinks and the window never appears. Right click on it also does not work. Only solution is to kill the application.
I spoke with some people on the irc channel that tested the same thing on Mint and the same thing is happening there. From what the users reported it seems only Cinnamon is affected as some reported that in XFCE it is working properly.
We also tried some higher Filezilla versions and the bug remains making me think it has something to do with the cinnamon toolbar.
Expected behavior
Open the Filezilla window is the expected behavior.

Research direction
Start by reproducing the issue in Cinnamon 6.0.4 on LMDE or Mint with FileZilla minimized to the tray, then trace Cinnamon's tray-icon handling because no source file or test is named. Done means the icon no longer blinks, the window restores, and right-click actions work as expected.
