The "not responding" window

interferes unacceptably with debugging. Ways to turn it off from 'net searches do not work.

Steps to reproduce

I set up Android Studio to debug a kotlin desktop app. With the debugger in the background, the app starts in normal time, but unlike running from a jar the UI is completely blocked for several seconds until e.g. Alt-Tab reacts again (>10s). When the app hits a breakpoint, and often but unreliably without hitting breakpoints, the "not responding" window pops up, more often behind the IDE or App windows than in front, but still stealing focus. This interference is at times only mildly annoying, other times it makes debugging impossible. This was not a problem up to Mint 20.3. On the other hand, after getting around such initial hurdles, actual debugging performance seems much improved (could be a parallel JDK upgrade though).

Expected behavior

• A reliable, intuitively find-able, UI-integrated way to turn this off entirely, please?
• Debugger support - if there is some open way to detect debugging sessions?

Additional information

Rogue Apps remain a problem even with this feature. I do not get the window when some app actually freezes the system. e.g. turning off swap and knowingly starting something that needs more RAM than remains free - I never get that window in such an overload situation.

No source file, test, or entry point is identified. Reproduce the behavior with Cinnamon 5.8.4 on Mint 21.2 while debugging the Kotlin desktop app, then trace the "not responding" window and its focus behavior. Done would require a reliable user-facing way to disable it and a decided approach for debugger sessions.
