Description

The on-screen keyboard, on a setup with multiple monitors, does not show up whenever something expects input, even when it is enabled in Accessibility and the setting to turn on "whenever something expects input" is specified.
It only shows up by default on the login screen when returning from suspend.
This is on Debian bookworm.

Steps to replicate:

  1. Enable Virtual Keyboard in System Settings
  2. Select activation mode as "Show the keyboard any time something expects input"
  3. Hide the keyboard using the button on the keyboard
  4. Click a terminal window or firefox browser URL bar where input is expected.
Result: keyboard does not show up after initial dismissal

Research direction

Start by reproducing the issue on Debian bookworm with multiple monitors, following the listed Accessibility and activation-mode steps. Verify whether dismissing the virtual keyboard prevents it from returning when focus moves to a terminal or Firefox URL bar; done means the configured “whenever something expects input” behavior works after dismissal.
