Issue

After upgrading from Ubuntu 22.04 LTS, the version of Cinnamon provided by that forgotten, to 22.10, it seems that when I "shade" (roll up into title bar) a window, said shaded titlebar cannot receive focus.

Shading, for me, is the primary (although there are many other) "cannot live without" GUI feature for me and, hence, I use it extensively.

Before upgrading to 5.4, I would be able to "feel" a bit of resistance, which I take it is what is referred to as "snapping" , when I moved a window towards a shaded titlebar of another window, but in 5.4, this does not seem to be the case, which I infer to be related to the fact that, using "sloppy focus" (which, by me, is another very highly valued UI element, while combined with not raising on focus), the titlebar of the the shaded window does not seem to receive focus.

Steps to reproduce
  1. Upgrade to 5.4.x from the version in Ubuntu 22.04 LTS
Expected behaviour
  1. "Shade" a window
  2. Have the tiltlebar of the shaded window be able to be snapped to by other windows
2.1. As a likely part of this, have the titlebar of a shaded window be able to be focused

Research direction

Start by reproducing the issue after shading a window, using sloppy focus and snapping another window toward its titlebar. Trace the focus and window-snapping behavior involved in shaded titlebars; done means the shaded titlebar can receive focus and other windows can snap to it as expected.
