Steps to reproduce
  1. Use a second monitor (don't set primary).
  2. Open a GNOME application (calculator, terminal, system monitor, etc...).
  3. Open a Cinnamon application (System settings, etc...) or Web Browser(Chrome, Firefox, etc...)
  4. Split both Applications.

Research direction

No source file or test is named. First reproduce the layout problem with GNOME and Cinnamon applications split across a secondary monitor, then trace the display and window-tiling entry points; done means both applications fit and tile correctly in that configuration.
