Mismatch between monitor numbers in (traditional) panel and in "Display" settings in multi-display scenario

### Issue

In a laptop plus 2 x ext. monitors, i.e. a three-monitor or three-display setup, using traditional panel:

There is a mismatch between the number of each monitor in, respectively, the "Display" settings and the "Move to monitor X", when you:

### Steps to reproduce

Use multiple monitors attached to a laptop/notebook, then:

Right-click a window icon for any given app in the (traditional) panel and choose "Move to monitor x".

Then there is a mismatch in monitor/display numbering.

In my setup, the numbering that appears in the "Display" dialog is assumed to be the correct order:

Built-in display = 1 / Ext. mon. = 2 & 3. (Same as in 20.3 and corresponding with the order in xrandr output, for instance).

In the context menu of the icon on the panel, however, the "built-in display 0 / monitor 1" has become "Monitor 3", and vice versa:

So that the built-in display, or "Monitor 1", appears as "Monitor 3"; while "Monitor 3" appears as "Monitor 1".

### Expected behaviour

User should expect the same numbering in these two contexts in a system where the built-in display is always "Monitor 1" in the dialogs/context menus.

(This was not present in 20.3 / appeared now after upgrading to 21) on this system/setup

Reproduce the mismatch with a laptop and two external monitors, then compare numbering in the Display settings and the traditional panel's "Move to monitor" menu. Trace the display-numbering entry points used by those two contexts; done means the built-in display and external monitors use the same order in both places.
