Description

 * Cinnamon 5.2.7
 * Distribution - 64bit Linux Mint 20.3, though this has been happening for the last few versions (unsure when first started)

Issue
Keyboard navigation is broken in the accessibility settings app.

You can use arrowkeys or tab to move between different tab pages, but there's no way to move focus from the the tabs to the tab content.

Research direction

Start by reproducing the issue in Cinnamon's accessibility settings app on Linux Mint 20.3, using both arrow keys and Tab to move from the tabs into their content. Inspect how focus moves between the tab pages and content, then verify that keyboard navigation can reach and operate the controls within each page.
