Accessibility: settings can't be navigated via keyboard

Issue

A few days ago my primary mouse button died.

I decided to go to the accessibility settings to enable "click on hover" as a temporary solution - but, while I was able to select the "mouse" tab using the arrow keys, I didn't find any way to navigate into the panel in order to access the toggle !

Steps to reproduce

Try to navigate the settings using the keyboard: while you can go into a panel from the home screen and navigate between tabs when applicable, there is no way to access and toggle the actual options inside.

Expected behavior

Settings should be able to be navigated via the keyboard, especially the accessibility settings !

Other information

I ended up spamming my mouse until a last click passed through, but it could have not been possible.

Start by reproducing the keyboard-navigation failure in Cinnamon's accessibility settings on Cinnamon 5.0.7, following the stated steps from the home screen into the Mouse tab. Trace where keyboard focus stops; done means the settings panels' actual options can be reached and toggled without a mouse.
