Mousewheel speed can't be changed

• Cinnamon 5.0.7 - no daily builds
• Linux Mint 20 - 64 bit - downloaded 18.11.21

Issue

I'm using a Logitech MX Vertical, the scroll-wheel speed is incredibly slow and can't be change in Cinnamon settings.

Setting it with xinput isn't possible because Logitech MX mice lack the properties:
i.e. xinput set-prop <device-id> 'Evdev Scrolling Distance' 1 3 5

Expected behaviour

I found a good solution to this using "mwheel", it only lacks a GUI to set up the values, this could be easily integrated to cinnamon's mouse settings dialog

Start at Cinnamon's mouse settings dialog and review how its current mouse options are implemented. Compare the requested Logitech MX Vertical behavior with the provided imwheel script and the xinput limitation. Done means the dialog can configure wheel speed for affected mice and the setting works after applying it.
