Description
This is unfit and doesn't permit to move untested boards back to tested boards since some boards are Makefile inclusions of others:
https://github.com/linuxboot/heads/blob/3fef9e06c1bb9de81a170e747282ab5cea879360/Makefile#L793-L838
Orders of operations are rigid error prone and imperfect

Research direction
Start with the Makefile section at lines 793–838 referenced in the issue and trace how tested, untested, and unmaintained boards are moved, including boards represented by Makefile inclusions. The work is complete when these transitions are handled by external scripts without the current rigid ordering limitations and support moving untested boards back to tested.
