Description

- [ ] Update #692 with responsive testers from latest #1403 OP testing effort.
- [ ] Do some boards cleanup and addition
- [ ] Clarifying why boards are different and why testing is relevant
- [ ] Remove boards that are not independent (x230i)
- [ ] Remove boards that are still pending PR

This is a bit of a mess. Also include board owners that are not github users anymore.
Think about a better way to have boards tested when it matters like
- coreboot version bump (important)
- linux version bump (lesser but still important)
- when we change core internal functioning

Research direction

Start by reading issues #692 and #1403, then inspect the current board list and its testing information. Done means the list reflects the latest responsive-testing effort, includes relevant owners, removes non-independent or pending boards, and explains why each board and test matters.
