Automatically add and remove people to and from chat with 2+ karma

User should be added to the chat once he/she has 2+ karma. The user should be removed from the chat once his/her karma falls below 2.
It should be configurable for any number of karma.
There may be multiple chats for different levels.

Review issue #131 alongside the linked merged pull request #149 to determine what work has already been completed. Done should include configurable karma thresholds, adding users at or above the threshold, removing them below it, and supporting multiple chats for different levels.
