VK Bot: Questions desk in pinned message

This pinned message should be automatically updated by bot and contain all unresolved questions.
It should be possible to pin the question (maybe payable by karma) and resolve it.
Another idea is to combine karma reward and question pining, if a question is answered the reward goes to the person who solved the question. In order to get to the desk your question have to be rewarded by the most number of karma.
